Completed Actions:

• As of June 5, FAA has announced all but $5 million of the $1.1 billion Recovery Act funding for airport grant projects. These allocations represent approximately 323 projects, of which three (totaling $4.1 million) are awaiting DOT processing to Congress.
• June 2 - FAA executives spoke on ARRA issues at the Tri-State Regional Aviation Conference in Indianapolis, Indiana.
• June 2-3 - FAA executives spoke on ARRA issues at the Western-Pacific Regional Airports Conference in Los Angeles, California.
• On June 3 FAA awarded a $1.1 million contract for the installation of an Instrument Landing System at Decatur, AL.
• FHWA Division Offices have authorized 4,101 projects in all 50 states, the District of Colombia, Puerto Rico, Guam and the Virgin Islands for a total of $13.58 billion. This represents 51% of total funds available.
• Federal Lands has authorized 18 projects for a total of $79.3 million. As of June 5, 39 states and the District of Columbia have met the ARRA legislation requirement to obligate 50% of funds allocated.
• Federal Lands allocated $576,000 for pavement preservation of a National Park Service road in Theodore Roosevelt National Park.
• On June 4th, Federal Lands participated in a conference call with White House Office of Intergovernmental Affairs with 12 tribes and 12 regional consortia of tribes to answer ARRA-related questions.
• On June 2nd and 3rd, more than 750 Division Office staff participated in FHWA's “all hands” web training related to the “Risk Management Plan for the Recovery Act” - the sessions focused on the development of the FHWA Risk Management Plans, understanding & mitigating ARRA risks, and the related ““visible monitoring” performed by Division Offices.  A third web session will be held on June 12th.
• On June 4th, FRA approved nine Amtrak ARRA projects totaling $78.2 million. These projects involve improvements to stations throughout the county, program administration expenses and the replacement/upgrading of fixed bridges on the Northeast Corridor. FRA has now approved approximately $1.1 billion worth of Amtrak projects. The nine Amtrak ARRA projects approved by FRA are as follows: Program Administration - Non Security & Life Safety; Program Administration - Security & Life Safety; Office of Security Strategy and Special Operations Project Management; Mid-Atlantic Division - Station Upgrades; New York Division - Station Upgrades; Central Division - Station Upgrades; Southeast Division - Station Upgrades; Mid-Atlantic Division - Bridge Upgrades; and Fixed Bridge Replacement - Middelton, PA.
• On Wednesday, June 3rd, Vice President Biden and Secretary LaHood hosted a roundtable discussion at the White House with governors from eight states on the future of high-speed rail in the United States. This event was the culmination of FRA's seven city workshop outreach tour. The purpose of these workshops was to solicit stakeholder and public input into the development of guidance for the high-speed and intercity passenger rail grants program. • On June 3rd, FTA held an ARRA outreach workshop entitled Understanding the Transit Implications of the American Recovery and Reinvestment Act of 2009 in conjunction with the Community Transportation Association of America's (CTAA) 2009 EXPO and National Paratransit Rodeo in Providence, RI. Approximately 200 rural transit providers, State transit officials, and other federally funded human service transportation providers attended the workshop which focused on the types of projects that may be funded, eligible recipients of funds, application processes, and related timelines.
• On June 4th, FTA held a second ARRA workshop at CTAA's annual conference for approximately thirty State DOT transit program administrators. This outreach session focused on the application process and reporting results under ARRA.
• The week of June 1st, DOT responded to approximately 89 ARRA phone and email queries a week.
• During the second 100 days of ARRA, DOT has committed to ensuring that 1,500 highway projects and 98 airport projects will be underway. OST worked closely with the Recovery office to produce maps showing these potential projects. Deputy Secretary Pocari represented the Secretary at the White House Cabinet meeting to discuss these plans.
• On June 2nd, Secretary LaHood was interviewed by Foresight Magazine, a Japanese business publication, regarding high-speed rail.
• On June 5th, Deputy Secretary Porcari joined Wisconsin Governor Jim Doyle in Racine County, WI to break ground on a $19.6 million project for the County Trunk Highway G Interchange. At this event, Deputy Secretary Porcari highlighted how ARRA is creating jobs, improving our nation's infrastructure and revitalizing the economy.
• On June 1st, Secretary LaHood appeared on the Diane Rehm Show, WAMU-FM in Washington, DC to discuss high-speed rail and transportation's role in economic recovery.
• On June 2nd, Secretary LaHood was interviewed by CNBC regarding high-speed rail.

Planned Actions:

• As of June 5, FAA has announced all but $5 million of the $1.1 billion Recovery Act funding for airport grant projects. These allocations represent approximately 323 projects, of which three (totaling $4.1 million) are awaiting DOT processing to Congress.
• June 2 – FAA executives spoke on ARRA issues at the Tri-State Regional Aviation Conference in Indianapolis, Indiana.
• June 2-3 – FAA executives spoke on ARRA issues at the Western-Pacific Regional Airports Conference in Los Angeles, California.
• On June 3 FAA awarded a $1.1 million contract for the installation of an Instrument Landing System at Decatur, AL.
• FHWA Division Offices have authorized 4,101 projects in all 50 states, the District of Colombia, Puerto Rico, Guam and the Virgin Islands for a total of $13.58 billion. This represents 51% of total funds available.
• Federal Lands has authorized 18 projects for a total of $79.3 million. As of June 5, 39 states and the District of Columbia have met the ARRA legislation requirement to obligate 50% of funds allocated.
• Federal Lands allocated $576,000 for pavement preservation of a National Park Service road in Theodore Roosevelt National Park.
• On June 4th, Federal Lands participated in a conference call with White House Office of Intergovernmental Affairs with 12 tribes and 12 regional consortia of tribes to answer ARRA-related questions.
• On June 2nd and 3rd, more than 750 Division Office staff participated in FHWA's “all hands” web training related to the “Risk Management Plan for the Recovery Act” – the sessions focused on the development of the FHWA Risk Management Plans, understanding & mitigating ARRA risks, and the related ““visible monitoring” performed by Division Offices.  A third web session will be held on June 12th.
• On June 4th, FRA approved nine Amtrak ARRA projects totaling $78.2 million. These projects involve improvements to stations throughout the county, program administration expenses and the replacement/upgrading of fixed bridges on the Northeast Corridor. FRA has now approved approximately $1.1 billion worth of Amtrak projects. The nine Amtrak ARRA projects approved by FRA are as follows: Program Administration - Non Security & Life Safety; Program Administration - Security & Life Safety; Office of Security Strategy and Special Operations Project Management; Mid-Atlantic Division - Station Upgrades; New York Division - Station Upgrades; Central Division - Station Upgrades; Southeast Division - Station Upgrades; Mid-Atlantic Division - Bridge Upgrades; and Fixed Bridge Replacement - Middelton, PA.
• On Wednesday, June 3rd, Vice President Biden and Secretary LaHood hosted a roundtable discussion at the White House with governors from eight states on the future of high-speed rail in the United States. This event was the culmination of FRA's seven city workshop outreach tour. Completed Actions:

• As of May 28, FAA has announced all but $5 million of the $1.1 billion Recovery Act funding for airport grant projects. These allocations represent approximately 322 projects, of which only one (for $665,000) is awaiting DOT processing to Congress.
• As of May 29th, FHWA State Division Offices have authorized 3,786 projects for a total of $12.9 billion. This represents 48% of total funds available. Federal Lands has authorized 17 projects for a total of $78.7 million, or 14% of Federal Lands Program funds available. As of May 29, 38 states have met the ARRA legislation requirement to obligate 50% of funds allocated.
• FRA has held five of the eight planned high-speed and intercity passenger rail regional outreach workshops. May 20, Charlotte, NC (74 attendees); May 21, Orlando, FL (164 attendees); May 27, Seattle, WA (87 attendees); May 28, Sacramento, CA (160 attendees); May 29, Houston, TX (number of attendees not yet available); June 1, Chicago, IL; June 2, Philadelphia, PA; and June 3, Washington, DC.
• As of May 29, FTA has awarded 39 grants for a total obligation to date of $529.4 million in ARRA funds and is ready to obligate 66 grants pending final OST clearance with a value of $619.6 million. An additional 224 grants are pending. In addition, FTA received $36.6 million in “flexed fund” transfers from FHWA.  These funds were received from FHWA as States and local authorities have chosen to transfer their federal ARRA highway funds to FTA for transit projects in their respective locale.  To date, three states ($16.1 million) and five metropolitan areas ($20.5 million) have opted to take advantage of the “flexible funding” provisions.
• FTA continues to review applications for the Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) program. Under this program, $100 million in federal funding was made available to state transportation departments and transit agencies for projects that will reduce either energy consumption or greenhouse gases, or both. FTA has received approximately 240 proposals containing up to 500 projects with an estimated total value of $1.2 billion.
• FTA continues to receive applications for the Tribal Transit Program. Under this program $17 million in federal funding was made available to recognized Indian Tribes or Alaska Native villages, groups, or communities for capital expenditures including transit equipment and facilities. As of May 29, FTA has received more than 80 proposals with an estimated total value of $50 million.
• Deputy Assistant Secretary Joel Szabat was interviewed by C-SPAN on May 27th and CNN Radio on May 28th on the progress of states to spend half of their ARRA funds by June 30.
• DOT responded to 144 ARRA calls and email queries the week of May 25th.
• OST staff continue to work with Operating Administrations on jobs reporting. Currently working to ensure that FHWA, MARAD, FRA, and FAA will have direct reporting of direct jobs on a monthly basis. FTA will calculate monthly jobs using expenditure data.
• MARAD continues to review the 454 applications it received for the Small Shipyard Grant Program and has eliminated 70 of them to date. Hopes to complete review of all applications by mid-July.

Completed Actions:

• As of May 21, FAA has tentatively allocated all but $5 million of the $1.1 billion Recovery Act funding for airport grant projects. These allocations represent approximately 318 projects, of which only four (totaling $4.5 million) are awaiting DOT processing to Congress.
• FAA awarded a $4.2 million contract for installation of energy-efficient Heating, Ventilation and Air Conditioning (HVAC) systems at 128 locations nationwide.
• FAA awarded a $2.6 million contract for 10 Replacement Lamp Monitoring Systems (RLMS).
• The notice announcing the availability of $1.5 billion of ARRA funding from the Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grants Program was published in the Federal Register on Monday, May 18, 2009. Funds will be awarded competitively to State and local governments who submit applications for capital investments in highway or bridge projects, public transportation projects, passenger and freight rail, or port infrastructure investments. The notice announces the availability of funding, project selection criteria, application requirements, and the deadline for submitting applications (which is September 15, 2009), and requests comments on the proposed selection criteria and guidance.
• On May 19, FTA & FHWA participated in an information session hosted by the American Road & Transportation Builders Association (ARTBA). Their primary goal is to grow and protect transportation infrastructure investment to meet the public and business demand for safe and efficient travel. The meeting provided over 150 of their members with an update on ARRA implementation and included a question and answer session.
• May 22 was the deadline for proposals for FTA's Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) program. Under this program, $100 million in federal funding was made available to state transportation departments and transit agencies for projects that will reduce either energy consumption or greenhouse gases, or both.
• May 22 was the deadline for proposals for FTA's Tribal Transit Program. Under this program $17 million in federal funding was made available to recognized Indian Tribes or Alaska Native villages, groups, or communities for capital expenditures including transit equipment and facilities.
• As of Friday, May 22, FTA received $36.6 million in “flexed fund” transfers from FHWA.  These funds were received from FHWA as States and local authorities have chosen to transfer their federal ARRA highway funds to FTA for transit projects in their respective locale.  To date, three states ($16.1 million) and five metropolitan areas ($20.5 million) have opted to take advantage of the “flexible funding” provisions.
• FHWA State Division Offices have authorized 3,497 projects in all 50 states, the District of Colombia and Puerto Rico, Guam and the Virgin Islands for a total of $12.01 billion. This represents 45% of total funds available. Federal Lands have authorized 14 projects for a total of $78.22 million, or 14% of Federal Lands Program funds available. As of May 22, 37 states have met the ARRA legislation requirement to obligate 50% of funds allocated.
• FHWA Federal Lands staff addressed the Department of Interior Office of Self-Governance Conference on Indian Roads Reservation - ARRA issues.  The meeting was attended by approximately 125 government officials and tribal leaders.  
• The week of May 18,  FHWA completed the “all-hands” training in “Fraud Prevention and Awareness” and “Understanding, Detecting & Reporting Anti - Trust Violations”, presented by the USDOT OIG and the Department of Justice, Anti-Trust Division. 6 web-conference broadcasts were held to all FHWA offices. In addition to FHWA employees, representatives of some state and local departments of transportation were in attendance.
• The week of May 18th, FHWA obligated its 3,500th ARRA project for maintenance and repair of I-271 in Cleveland, Ohio at a cost of $10 million.
• FHWA received complete 1201(c) reports from 27 states; additionally FHWA has accepted amended certifications from 16 states and continues to work with the remaining states.
• By May 22, FHWA received jobs data from 44 states covering 2,500 projects. FHWA division offices are working with those states that have not yet submitted jobs information.
• As of May 22, FTA is ready to obligate 58 grants pending final OST clearance with a value of $575.3 million. FTA has 246 grants in process valued at $2.5 billion. As of May 22, FTA has awarded 27 grants for a total obligation of $261.1 million in ARRA funds.

The Amtrak ARRA projects approved by FRA are as follows: Northeast Corridor Mobility First station improvement projects, Mid-Atlantic Division North electrical substation and transformer replacements and repairs, Mid-Atlantic Division South electrical substation and transformer replacements and repairs, New York Division electrical substation and transformer replacements and repairs, New England Division station upgrades, West Division station upgrades, and static signs for stations in and outside the Northeast Corridor

• On May 15th Secretary LaHood announced the availability of $1.5 billion in TIGER (Transportation Investment Generating Economic Recovery) Discretionary Grants for capital investment in surface transportation projects. Grants will be awarded on a competitive basis to projects that have a significant impact on the nation, a region or metropolitan area and can create jobs and benefit economically distressed areas.

• On May 7 Secretary LaHood announced that transit projects around the country will receive $742.5 million in ARRA funds. The projects are in Arizona, California, Colorado, New York, Oregon, Texas, Utah, Virginia and Washington State.
• On May 6 FTA and the American Public Transportation Association (APTA) hosted an ARRA workshop in conjunction with APTA's 2009 Bus & Paratransit Conference. Thirty-five stakeholders attended the session which focused on the grant process, registration requirements and reporting results under ARRA.
• On Thursday, May 7, FTA sponsored the “A Vision for Recovery: CFO Workshop on the State of the Economy.” The purpose of this workshop was to provide a forum for public sector managers to network, share ideas and develop a vision of what needs to happen to overcome the current challenges presented by the financial crisis. There were thirty-eight public sector financial managers. Secretary LaHood made the opening remarks.

• On May 7, Secretary LaHood addressed the Aerospace Industries Association in Williamsburg, VA regarding the role of ARRA and FAA in helping the aerospace industry. 
• On May 8, Secretary LaHood was interviewed by Jeff Santos, WWZN 1510 Radio in Boston, regarding high-speed rail as part of a program on train travel to run before National Train Day on May 9.
• On May 8, Lana Hurdle and Joel Szabat, DOT TIGER (Transportation Investment Generating Economic Recovery) Team chairs, were interviewed by Brett Blackledge and Matt Apuzzo of the Associated Press for an article on what the federal government is doing to require states to meet the statutory ARRA requirement to give “priority” to economically distressed areas.
• On May 8, Secretary LaHood spoke to reporters with the Christian Science Monitor at a breakfast meeting about ARRA and other topics
• Accountabilty Executive group convened the first ever joint OIG/GAO entrance meeting. The topic was the TIGER grant program. Both organizations are initiating reviews to watch over the program. GAO will likely have the first product which will critique the criteria enumerated in the “interim notice of funding availability.”
• DOT continues to work with CEQ to respond to questions on DOT's submission on the NEPA status and progress of ARRA projects under Section 1609 of ARRA.

• Accountabilty Executive group convened the first ever joint OIG/GAO entrance meeting. The topic was the TIGER grant program. Both organizations are initiating reviews to watch over the program. GAO will likely have the first product which will critique the criteria enumerated in the “interim notice of funding availability.”
• DOT continues to work with CEQ to respond to questions on DOT's submission on the NEPA status and progress of ARRA projects under Section 1609 of ARRA.

• FAA has identified $1,076 million of specific Recovery Act airport projects (98 percent of available total funding). • On April 30 Aaron James of FTA's Office of Program Management participated as a panelist at the Professional Women in Construction Meeting. The purpose of the event was to bring together a panel of agency representatives to talk about their agency's upcoming transportation and infrastructure projects being funded by the Recovery Act, and to inform potential contractors about opportunities arising out of those projects. 
• As of May 1, FHWA authorized 2,651 projects in 52 states and territories totaling $9.03 billion in obligations. This accounts for 34% of total funds available.
• Statements of Work to expand existing On the Job Training/Support Services Grants were due to FHWA on April 27. FHWA received 26 requests totaling $11 million.
• Federal Lands continued working with the National Park Service on Inter-Agency Agreements to transfer Title 16 Recovery funds to Federal Lands
• OST sent the draft solicitation for the $1.5 billion TIGER Grants program to OMB for clearance on April 27. We hope to receive OMB approval this week.

The Recovery Act also allowed for current GARB refundings back five years to January 1, 2004. The AMT exemption for GARBs and allowing for the exemption to the refinance debt issued at the onset of the credit crisis has assisted with the economic recovery and improved the financial integrity of the airport industry by making airport revenue bonds more attractive to investors, and reducing interest rates. As a result of the ARRA AMT exemption, several airports have now issued GARBs to finance critical airport infrastructure. Airports have saved millions of dollars in financing costs that can now be redirected toward development costs.
• FAA planning to issue procurement requests for fuel storage tank projects, battery replacement projects and other maintenance projects. Contract awards are anticipated in June 2009.

• MARAD Staff is fielding an average of 30 inquiries per day from stakeholders regarding the Small Shipyard Grants program and proposed projects.
• As of Friday, April 24, FTA has awarded 5 grants for a total obligation of $48.6 million in ARRA funds.  In addition, FTA has 136 grant applications totaling $1.464 billion in process to be obligated.

Completed Actions:

• On March 19th, FRA executed the Grant Agreement with Amtrak. Amtrak has now obligated $1.3 billion and approved projects totaling more than $938 million.
• On March 13th, FRA selected a program management support contractor for high-speed rail and intercity passenger rail grant programs, and began work.
• As of March 19, FAA has identified $913 million worth of specific Recovery Act airport projects (83 percent of the total funding). Of that amount, $618 million has been forwarded to the Department, and $181 million has been through Congressional notification. After the three-day Congressional notification period, the Department can announce tentative funding of the projects, at which point airport sponsors will be able to solicit bids for construction. Sponsors will then submit their grant applications to FAA based on the bids received.
• On March 18th, FAA conducted a public outreach session with 400 attendees at the FAA Airports Northwest Mountain Annual conference in Seattle, WA.
• The Federal Transit Administration (FTA) has awarded three grants totaling $41.2 million dollars for public transportation capital needs in rural areas of Kentucky, Missouri and Maine. The Kentucky grant will be used to purchase 206 vehicles including trolleys, intercity buses and vans; 48 bus passenger shelters; and other miscellaneous capital items. The Missouri DOT will use their grant to purchase approximately 319 vehicles (including modified vans, minivans and minibuses). The Maine DOT will use their grant to construct a new passenger ferry.
• FTA has an additional 23 grants (totaling $189 million) that have been sent to Department of Labor certification and are pending. The pending grants will fund public projects in urbanized areas; such as rail improvements and the purchase of new clean-fuel buses.
• FTA submitted notices soliciting proposals for two ARRA competitive programs: Energy Reduction Savings Program and Tribal Transit Program to the Federal Register for publication.
• On March 19th, Secretary LaHood joined Vice President Biden, and Senator Klobuchar (D-MN) in the Middle Class Task Force (MCTF) town hall meeting at the New Flyer Bus Company in St. Cloud, Minnesota. The event showcased how ARRA's transit investment can sustain and maintain jobs for middle class families.
• As of Friday, March 20th, FHWA had obligated $2.4 billion in highway projects. By Monday, March 23rd, a total of $2.9 billion had been obligated in 33 states on nearly 800 projects.

• On March 11, Secretary LaHood and Inspector General Calvin Scovel III held a DOT-wide Fraud Prevention Briefing focusing on how DOT employees can prevent fraud to maximize transportation recovery investments.
• FHWA continues to work to finalize risk management plan for the implementation and oversight of ARRA projects and funding by the end of March.
• GAO will issue the first of its reports on the use of ARRA funds in 16 states on April 17. These reports will examine (1) how the money is being spent, (2) internal controls in place to ensure it is spent well, and (3) whether it is fulfilling the goals of the Act.
• GAO will conduct in-depth reviews of ARRA High Speed Rail program and the OST Discretionary program.
• Deputy Secretary Barrett and other DOT senior officials met with state officials to update them on our implementation plans for the ARRA.

• In total, $34.1 billion of Transportation's $48.1 billion in ARRA funds were released to the states only two weeks after the President signed the ARRA.
• On March 3, the Federal Aviation Administration (FAA) issued final implementation guidance to FAA Field staff and external customers. FAA has posted guidance and FAQs on FAA website with links to DOT Recovery site and Recovery.gov.
• On March 5, FAA conducted the first of several public outreach sessions on grants funded under the Airport Improvement Program.
• FAA has completed the site list for the following Facilities & Equipment (F&E) projects: power systems (70 sites), air traffic control tower/terminal radar (3 new towers in Wilkes-Barre, PA; Palm Springs, CA; and Oakland, CA). In addition, 18 air route traffic control centers are being modernized and 670 sites will receive improvements to their navigation/landing facilities.

• All of the American Recovery and Reinvestment Act (ARRA) funds provided to the Department of Transportation - $48 billion - have been apportioned (made available) by the Office of Management and Budget.
• DOT issued Certification Guidance on Friday, February 27th to all 50 Governors. All Governors are required to submit certifications to DOT prior to obligating ARRA funds. Certifications receved by the Governors with list of ARRA projects are being posted on th DOT Recovery website.
• The Federal Highway Administration (FHWA) issued Program Implementation Guidance for its programs on February 25th.
• DOT provided updated jobs estimates to the Council of Economic Advisers based on the final enacted version of ARRA, along with a detailed methodological discussion of how we prepared the jobs estimates.
• DOT has provided extensive outreach to transportation stakeholders to inform them of legislative requirements and update them on developments.
• DOT senior officials have briefed the House and Senate appropriators and authorizers on implementation plans.
• On February 24th, Secretary LaHood spoke to both the American Association of State Highway and Transportation Officials' luncheon and a meeting of the American Trucking Association in Washington, DC. His remarks focused on the American Recovery and Reinvestment Act.
